  • OVERVIEW

  • The International Association of Chiefs of Police (IACP) is seeking applications from law enforcement agencies to join its new technical assistance program, Proactive Approaches to Domestic and Sexual Violence: Recognizing and Eliminating Gender Bias in Law Enforcement. Rooted in the eight principles outlined by the United States Department of Justice in its guidance on Improving Law Enforcement Response to Sexual Assault and Domestic Violence by Identifying and Preventing Gender Bias, this initiative aims to empower police agencies and communities to develop systems of accountability and adopt promising practices to improve their response to sexual assault and domestic violence. The IACP will assist agencies in integrating training, policies, and protocols that support effective, trauma-informed investigations that keep victims safe, hold offenders accountable, and promote agency trust within their community.
  • SITE REQUIREMENTS

  • The IACP and project partners will work with and provide expert training and technical assistance to eight (8) selected sites, individualized for each agency. Selected sites will not receive direct funding. The selected agencies will be required to:

    • Commit to participating in the program for twleve (12) months and designate an agency liaison to oversee the work.
    • Complete the IACP Agency Self-Assessment: Proactive Approaches to Domestic & Sexual Violence and have a minimum of two (2) community partners complete the companion Community Assessment. 
    • Develop an action plan based on the results of the assessments for policy development or updates, strategic planning, and training.
    • Engage in IACP programming, including monthly meetings (virtual), quarterly webinars, site visits, and ongoing communication with the IACP project team and subject matter experts.
    • Network with agency peers to strengthen response to victims of sexual assault and domestic violence.
    • Track relevant data and complete a final report (templates will be provided).
    • If selected, IACP may request submission of existing policies/procedures and training curricula on sexual assault and domestic violence.
  • SITE ELIGIBILITY

  • Applicants must be a law enforcement agency (including state, local, campus, or tribal law enforcement agency). Prosecuting attorneys’ offices and federal law enforcement agencies are not eligible, though law enforcement agencies may partner with prosecutors, as outlined in the Community Partners section. Site selection will be determined based on several factors including, but not limited to:

    • Organizational leadership support for and prioritization of improving responses to sexual assault and domestic violence.
    • Willingness to work collaboratively with the IACP Project Team and subject matter experts to assess organizational efforts, develop strategic plans, and implement identified processes.
    • Articulated dedication to initiative goals and objectives, including enhancing community collaboration and partnerships with service providers and prosecutors to improve responses to sexual assault and domestic violence.
    • Identified strengths, needs, and challenges to effectively respond to victims of sexual assault and domestic violence.
    • Support and infrastructure for the sustainability of implementation beyond the initiative’s technical assistance provision.
